Explorer starts at boot up

Hi,
I have a system running W95b with a 200 mhz pentium with 32mb ram 3 gb hdd partitioned into 3 1000mb drives. Problem is that everytime I boot Internet Explorer tries to launc. I have taken all items out of startup folder. Did regedit and removed start items from the run, run once and so on folders in the registry. I have checked with sysedit in auto exec and config.sys and win.ini and found no reference to IE starting at boot. How do I stop it from tying to launch at boot.
