Explorer won’t display web pages

Ever since I installed Aol, explorer won’t display web pages even though I’m connected to the internet. I uninstalled aol and it still won’t display web pages. I even tried to reformat my hard drive with my master disk, but my cd rom isn’t booting first. Isn’t the cd rom or floppy supposed to boot first so you can reload the factory settings?Does anyone know anything about my explorer problem and how to get my cd rom to boot first?
