External Disk drivers for Win98SE

I have a FAT32 formatted 80 GB external drive that I am trying to connect to my Win98SE system. Windows recognizes that a USB device is present but the drive won’t appear. Device Manager is telling me that “The device is not present, not working properly, or does not have all the drivers installed. (Code 10.)” The external enclosure is a retail PPA 1998 Aluminum 3.5″ USB2.0 TypeB External Enclosure. I tried downloading the driver .exe from their website and it installed properly but the system still won’t recognize the drive.
