external usb cd rom

I have a win 98 with external usb cd rom and it crashed so bad that i had to reinstall it now the problem is that it is not reading the external cd rom (Buslink usb 2.0) and i am unable to install the new system from 98 cd. How do i install the driver for the cd rom. I went to their site and downloaded the driver on a floppy disk. How do i load the cd rom driver on the machine so that it can read the cd rom.
