Failed network socket connection

I have a NT SP6 workstation that when the admin logs in works fine, but when a user logs in they recieve an error in netscape that reads “…unable to create a network socket connection.” IE gives a similar result. I have tried to give the user local admin rights and it still doesn’t work. What am I missing?
