Failed shutdown or restart

while choosing the ‘Start/shutdown, and then Restart or Shut down, the computer fails. After receiving blue Windows screen, Windows is now Shutting down, following this, the screen goes Black, with white broken horizontal lines and flat cursor in lower right corner, one inch from bottom and right side.. you have to hit the Reset, but the ‘scandisk operation’ does not happen. What causes and how is this repaired..
