Failed to Initialize Winsock

“Failed to Initialize Winsock” I get this message when I run Winipcfg.exe. My modem connects me to the internet but I can’t display any pages. I can connect to my home network. I uninstalled my modem and network cards moved them to new slots and reinstalled the drivers, still get the error message. The computer used to work fine then all of a sudden I started getting the above error message. I don’t want to reinstall Windows. HELP!!!
