Fatal Exception Error when Win starts

As soon as Windows 98SE starts I get a Fatal exception error, called MSOOBE does anybody know what ‘MSOOBE’ is or what it does with? This persons computer is driving me up the wall. I reformatted and used the restore cd and it came up as soon as windows loaded. If it helps it’s a HP computer, i know it sucks but…
