Fax over IP

We are looking to run a Fax Blast/e-mail campaign.

We currently have 5 VOIP lines that we would like to utilize for our fax blasts, also for e-mail blasts.

What type of hardware and software would we need?

Is there a device that can check if the line we contacted is a fax line or not?

This is not for a marketing company, this is for our private company for in-house marketing. We are talkin about approximately 10,000 faxes/e-mails per month.
