fff31ed… 0 byte temp files in win dir

I have a amd 1100 mhz running windows me with 256 mb ram. Some thing keeps creating .tmp files and putting them in the windows folder. The .tmp files are 0 bytes in size and look similar to the following. They all start with fff… < fff31ed5_(1FC4A9E8-FF19-43E5-B7FC-BCD966E31C1D).tmp > Looks like a string out of the registry. I have disabled everything in msconfig/startup except systray. But when I hit ctrl-alt-del I still see 2 more programs running besides systray and explorer. I logged onto expertcity.com and he said those files are supposed to be there. They continue to build up. The computer works fine otherwize. Thanks for any help!!
