file associations–follow up.

Well I got the boxes in the folder options to be un-grayed out. Next question is how can I make an association global? I’m running Terminal Services and I want all users who log in via TS to have a certian file extension associated with a certian program. After I changed it as admin, only admins associations are changed and none of the users. Any ideas?
