File formats

I am having difficulty getting files to oen once i trancefer them from widows 98 to windows xp. i know they are very much different and i know there is a prgram in xp to to help me do this but i dont want to transfer the entire hard drive.Is the not a prgram i can get ,without spending an arm and a leg to ,to solve this problem.
