File Management Framework

I am looking for suggestions on how to set up a file/naming directory framework for a small dept of 50 users that is organized into 10 units. Each unit needs to have folders restricted to members of each unit, but share common client files among all ten units. Each unit contribue many templates/forms that comprise the folder to make a case file for the client. Suggestions, references or examples welcomed.
