File Migration

We are planning to migrate all of our department folders and files from our existing NT 4.0 Fileserver to our new Windows 2000 Fileserver, and want to maintain all permission, shares, etc. Both the destination and source servers are partitioned with NTFS. When I tested a shared folder using the Scopy and robocopy tools, only the files were migrated and not the folders. Any suggestions without having to purchase expensive third party software?
