FILE MISSING OR CORRUPTED

The following file is missing or corrupted, C:\Windows\mouse.sys
There is an error in your CONFIG.SYS file on line 8
win.com unable to load files
I ahve tried from the c propmt and c windows prompt, edit autoexec.bat, config.sys, but it keepsa saying bad command or filename.
How do i get my machine to boot back up?
