File Monitor & Execution

I am researching a new service/program that will run on a 32-bit platform. At present we have a process that will monitor our servers, when a file that meets a format(123*.ZIP) it will move, uncompression, and notify when this process has been actived.
The problem is only one person administers this service, and the IT department/Manager would like something else, neweer & better.
Any suggestion, web sites, newsgroups, products, replying to email address is acceptable.
