File Permissions on Windows XP

I am running windows xp professional in a Netware environment. I wish to set some file security permissions on the local machine however when I right-click on the folder which I wish to change permissions on there is no security tab?

I had a lookon microsofts site and it said something about not being able to access this tab unless you are connected to a domain. Is this true and if so is there any way to get around this.

This is crazy, whats the point in using NTFS is you can’t change permissions!!!
