File & print sharing in Win 98

I am attempting to network 2 Win98 PCs using crossover cable.(Belkin kit). Primary PC has configured file & print sharing but other PC will not show allow in explorer. Have installed MS clients for Networks and File & print sharing. Have selected buttons for file & print sharing ( as on first PC) but does not show sharing. Have tried software setup supplied with NIC (Belkin) but when selecting file & print sharing the PC immediately freezes. I suspect something is missing from the Windows files.
Any ideas please.
