File security / Administrator lockout

I would like to lock out the systems administrator from accessing certain shares and / or files to the point where there is no way go get to said files without the proper access password. Are there third party tools for this? NT will not let you lock out the admin. from adding themselves to the local group created to allow clients to gain access. Ideas?
