file selection cameras and cds stopped

I am running xp home on a laptop and when a camera is connected via the usb port the “what program” would you like to use box fails to pop up. I can see the cameras memory in the my computer folder and the auto detect options are selected all drivers are ok. The same with the dvd/cd drive when a disc is loaded. Restore point fails to re-load to previous point, it seemed to happen around service pack 2 upload time but thats grasping at straws.
