File sharing via OWA

We have Exchange 2000 on a Windows 2000 server and would like to make Word and Excel files available via OWA. Can someone tell me if I can publish a folder with these files in it to Public Folders in Exchange so someone could access them thru OWA.If so how? Or do I need to look at WebDAV which seems very complicated?
