Files downloading: ftp vs http

Can anyone explain when should a company enable ftp services? what are the pros and cons? or things to take note?

The situation is, that some of my users are trying to download files that are nearly 60mb over 56kbps via a http (web application)!! And there’s no way we can improve the internet speed…

Is ftp a solution?
