Files Missing In Win95

The DBLBUFF.SYS and IFSHLP.SYS are missing from my operating system win95. It doesn’t start in safe mode also. I don’t have a cd of win95 but I have win95 installed on another computer in the LAN.
I tried to copy from other machine to floppy but itgive the following massege “cannot copy DBLBUFF.SYS network access is denied. Be sure that you have the correct netowrk permissions to perform this operation.”
But i have logged as a administrator. Please tell me how to copy these files under dos. ?
