Files Tagged (ReadOnly) Upon Opening

Situation arose on 18 May where any “Office”-related file (Excel, Word, PwrPnt) is marked (ReadOnly)- file in use by “(the user currently opening the file)”. Is this a permissions glitch, something wrong with User Authorization, or what? I’ve seenthis problem before on another system but i never knew how they addressed it.
