fine tuning the network

I have a net work of 8 servers and about 40 workstations. I have T-1 connection but my boss is complaining that the surfing speed is slow. I tested my speed at 1.22 mbps down and 1.39 mbps up. I’m happy with the speed but it’s my boss that’s complaining. Are there anything that I can do to fine tune my network so my network speed will be faster?
