Fixing black icons in win 98

Our network administrator has developed user profiles for grades 5-12 in our school district. We re-imaged the desktops in our 2 labs (50 dell pcs) from the server image in one lab and peer to peer clones in the second. New applications added were updated versions of IE 5.5, Encarta 2000, and Office 2000. The pcs were clean when we imaged. When the students began to logon, we developed a problem with desktop icons and application icons turning black. We thought it might be the user.dat file so,we deleated the student’s .dat files, cleared the users from the profiles in windows, and repaired the icons for all users. The desktop remained clean until the students logged on again. I might add that when the students elected not to retain individual settings, the desktop icons were ok. If anyone knows where else we can look to solve this problem it would be appreciated. By the way, we also tried to replace the icon cache file to no avail. Help!
