floppy doesn’t work in regular mode

I’m working on a computer that the floppy won’t work, it works fine in safe mode, but in regular mode, it just says this disk is not formatted, and it won’t let me format it, it gives me an error everytime, and it says the same thing even if there is no disk in it. the same drivers are installed in safe mode and regular mode. I have no clue what is going on.
