Floppy drive troubles

I have a Celeron 466 on which the floppy drive is not reading under Windows 98. I can boot from the floppy and it is recognized in my BIOS. The floppy drive also shows up under My Computer in Windows. However, if I try to click on the icon for it, Windows freezes completely and I have to do a hard boot.

I have changed the floppy drive and the ribbon cable and nothing seems to work. Any suggestions?
