floppy is not recognized in start-up

i put together a computer and all the jumpers are set right and all cables are right,but the floppy is not recognized each time i start. I checked the bios and set it to floppy seek,the cmos with a 1.44 3.5mb. Than saved the settings,but still no floppy. I get the error floppy disk fail(co. does anyone have any suggestions :O it won’t boot from the harddrive either. c/a or a/c
