folder lockout

We have a folder on one of our servers that appears to be completely locked out. We can’t identify who created it or set the permissions. We’ve tried logging on as administrator both over the network and locally. Locally there is no permissions tab at all, and anything you try to do ends up with an access denied error. Remotely the permissions tab shows up, but we still get access denied when we try to view permissions or take ownership. Does anybody have any ideas or suggestions on how toget into this folder or get rid of it? Also we can’t create a new folder, we get another access denied on this server. Thanks for your help!
