Folders do not retain “view” – Win98SE

A folder which contains multiple shortcuts and multiple other folders has the “View” set
for “large icons”; it sometimes loses its settings and reverts to “details” or “list)

Nothing is checked for “Arrage Icons”; The folder are arranged arbitrarily.

Tools / Folder Options / General is set for:
Classic

Tools / Folder Options / View has check mark for:
Remember each folders settings

The shortcut for this folder in on the QuickLaunch ToolBar and the folder the Shortcut references is C:\Windows\Application Data\Microsoft\Internet Explorer\Quick Launch

1) Am I missing something in the settings which causes it to lose my arrangement of folders?

2) Is there a way to keep a backup of my arrangement of folder?
