Forbid the creation of folders.

Our network consists of Windows 98 SE PCs in a Windows NT 4.0 network. Here’s what we would like to do. We would like to not allow users to create Folders on the NT server from their work stations while allowing them to create Files in an existing structure of folders. Any ideas?
