forcing keyboard change through the reg

I have an NT4 domain with 60 Win95 desktops
they are all locked down with a mandatory user profile.The users have no access to the control panel.some of the users will need to use german keyboards, i want to change their default keyboard to german(on a user basis not machine) i have tried editing the registry ,taking snapshots of the registry before and after the change and adding the difference to the logon script for these users. does anyone have any suggestions on how i can do this (throughthe registry and without setting up new user profiles, makes my life easier:)
