Formatting 2nd Hard drive

I have just had a second hard drive installed in my computer, but when i try to formatt the drive from anywhere in NT (My Computer, Expolorer, etc) i get an error message “Windows NT was unable to complete the format”. MsDos will not even recoginsethat the drive exists.
How do i format the dive?
