Formatting a “scrubbed” hard drive

We recently purchased an IBM laptop without an operating system. Ok we thought, no problem. Well we were wrong. We bought a floppy drive because it didn’t have one and thought we could just insert a boot disk and be on our way. Wrong again. Howcan we get this computer working? Someone please help us.
