Formatting drive C

I am unable to get BIOS setup to allow me to boot from CD Rom drive ( D ). I want to format drive C and reinstall XP ( home ).Each time I reboot, after changing the boot sequence in set-up, XP starts as usual. Any suggestions welcomed.
