Forms

Ive been struggling with this for a while. I would like to use forms on my websites but I dont know how to use the Send command. What I really mean is the Form Action command. I dont know how to submit the form. I know of CGI, but I dont know how to use CGI and I dont have access to a server if that is needed. Any help would be appreciated.
