Frontpage 2000

I am an administrator of an IIS server one of clients using frontpage 2000 to upload the content of his site. Seem to be changing the permissions. It takes ownership, and sets the permissions as Read for everyone.Even the administrator has no access to those files.

What does he need to change in frontpage 2000 when publishing new updates.
