Frontpage 2000 with IIS4 permission prob

Hello,
I am stuck without my L3 buds, so I am at a loss to figure this following prob out…
Web permissions, which are required to be updated through the Frontpage interface, are not updating the NTFS file permissions.
I think someone on my teamforced permissions through a web directory using a file permission editor (not Frontpage). Now the web permissions I put into effect in frontpage have absolutely no effect on ntfs permissions, nor do they have any effect through web browsing. How can I repair this problem?
