“fserr_unable_to_bind”

I am recieving this error when using fax sr.
The fax is successful but we recieve this error. FSERR_UNABLE_TO_BIND error 1010. The error is getting replicated through mts where multiple threads coulod be in the same dll. The question is this, What is it trying to bind. I have directed this question to omtools, the manufaturer of the product, but they do not seem to have an answer for me. Any suggestions on where to start looking would be appreciated. This only seems to happen under periods of high load.
