FTP Logon Banner

When you connect to a MS IIS FTP server, you get a logon banner such as:

Connected to xxx.xxx.xxx.xxx.
220 ServerName Microsoft FTP Service (Version 5.0).
User >:

How do I change this? I need to add a “Warning” banner*before* the user logs in.
