FTP problem

We are having Linux7.1 and WinNT4.0 servers in our network. I am able to contact from through ftp from linux to winnt. It’s asking username and password. I am giving correct username and password. But login is failed even for administrator account. While trying from winnt to linux it’s saying ftp connection refused. Pls. give solution.
