ftp problems

I have been having problems using ftp from an RS 6000 to a win nt 4.0 server sp6a The administrative password is not recognized and access is denied. I have verified the services are running and created a user both global and local with full permission on the server with the same results. I am using the same script on anothere server with the same OS and SP without any problems.
