FTP times out

I run checkpoint firewall on 3 machines controlled remotely by an unfirewalled master. I need to enforce a new policy on the firewalls. Having unloaded the previous I tried installing the new one but it generates the.pf file and returns a “connection timed out” error.Guess ftp is failing. How can I get ftp running or reenable my ports if its been disabled. I run on NT.
