FTP User Names for log in

I recently used a TechRepublic article on “Setting up an FTP server with Win 2000”. I have everything working except that I want users to log in with a user name and password from their FTP client. I have added users to AD, changed permissions, security, etc. and can’t get them to work. The only one I can log in with is my own main account which has administrator privledges. Is there a way to setup users on Win 2K server so that they can log in and use FTP on that server?
