Full-Featured vs Lightweight Laptops

We’re planning to replace a number of our existing laptops in the next 3-6 months. Can you share any guidelines/checklist you are employing to determine what kind of laptop a user should get? That is, what kind of users should be receiving full-featured laptops and who should be receiving lightweights?
