full screen display msdos prog in Win2k?

I am unable to set up a shortcut to open a msdos program in full screen display using Win2000. I have set the properties of the shortcut from the screen default of window to full screen but it is only using approx 1/2 of the screen; the rest is black. I haven’t seen any like problems either on microsofts technet or here. my default display is 1024 x 768; changed to 800 x 600, no help. any suggestions?
