Fuzzy display lines

Fuzzy horizontal lines appear on the display as PC boots up. e.g fuzzy lines go from the right side of the mouse pointer to the right edge of the dispaly and move up and down with the mouse pointer. Is this the video card or monitor?? What could i do to fix the problem?
