Gaining Access to a Locked Drive

One of our Managers has locked out the Domain Administrators and everyone from accessing his ‘C’ drive. When logging onto the computer the Domain Administrators and the Administrator of the local machine can not get their profiles inorder for them to gain access (by taking ownership)of the locked drive. We can not format the drive coz there are important files. The Operating System on the machine is Windows NT 4.0.
