Gateway pc wont start up

I recently came across a gateway 633c desktop that will not boot up. The power button does not turn a solid green, it is yellow. It does not even detect nor show anything on the monitor or give lights on the keyboard. Just the steady yellow power indicator. Could this be power supply related?
